The Evolution Track of China's Internet Governancethe Unique Experience

Since China's full function access to the Internet in 1994, the Internet has played an important role in China's economic and social development. On one hand, the Internet has released huge dividends, and on the other hand, it also caused some social problems. In response to its double-edged sword effect, China has been exploring "how to govern the Internet" for years. This paper makes a diachronic study on the formation and evolution of China's Internet governance model from the macro level. Taking the emergence of new technologies which were triggered by inter-construction between technology and society as a sign, the exploration process of China's Internet governance can be divided into five stages. From the perspective of government-centered, the key tasks of Internet governance in each stage are: the governance of the Internet availability rate, the governance of Internet media, the governance of netizens and collective action, the governance of political use of the Internet, and the governance of Internet interest groups, a series of effective governance models have been formed. So far, the success of China's Internet governance rests with adhering to the principle of taking measures adapted to different conditions, and maintaining a good balance between development and governance in the ever-changing circumstances, which can be considered as the Chinese experience of Internet Governance in the sense of methodology.
