At present, China’s economic development is changing from innovation-driven to innovation-led model. This requires the development model of enterprises and national policy design to change from crossing the river by feeling for stones in the past to a development model that combines top-level design and bottom-up exploration. In the new era, the current technological innovation ability of state-owned enterprises and private enterprises has been improved, but compared with the developed countries with strong innovation ability, there is still the problem that enterprises’ innovation ability, innovation consciousness, innovation research and development funds are less advanced. Chinese companies to move towards the world have to upgrade the whole industrial structure. Moreover, state-owned enterprises and private enterprises need to collaborate on innovation and development, to achieve two-wheel drive economic and social sustainable and high quality development goals.
